Incentives, Grants and Tax Considerations
Cleveland County government and the State of North Carolina have targeted, performance-based incentive programs that greatly lessen the tax burden and lower the overall costs for companies who are interested in locating their business to Cleveland County, and for existing companies who may be expanding their business locally. Another Economic Development partner, Gardner-Webb University, also offers tuition credits to qualifying companies who meet certain new job thresholds.
Companies that meet certain criteria may take advantage of State of NC incentives including sales and use tax discounts, exemptions and refunds, discretionary programs such as the 1NC fund, and other cost-saving programs.

Cleveland County has been designated a Tier II County by the North Carolina Department of Commerce, and our low tax rates are set to provide good infrastructure and services for business and residents while striving to be cost-effective.
